There were three distinct social issues that occurred during the 1960s which heightened awareness for compensatory programs. These include (1) President Kennedy’s interest in the field of intellectual disability, (2) President Johnson's declaration of War of Poverty, and (3) the emerging civil rights movement. Student’s answers will vary on the second part of this question, but students may state that President Kennedy’s interest was influential since he held the highest office in the nation and he was a well-respected president. They might also note that the war on poverty was influential in the sense that President Johnson brought issues of poverty to the forefront and through various educators, philosophers, and religious leaders we learned that poverty was direclty related to cognitive development and delays. Finally, students might note that the civil rights movement was most infuential given that this movement became an advocate and strong voice for those individuals who couldn’t stand up for themselves. It also paved the way for gaining resources for largley underserved populations.
