Justify the need for a law guaranteeing the rights of exceptional children in education, including at least two conditions provided by law

What will be an ideal response?

All students in the U.S. need to be treated fairly and provided with as much education as they want or need. Quite often, students with exceptional needs are left out of this idea. They have been delegated to that room downstairs or isolated from the general social nature of the public school experience. The law was needed to make sure that exceptional students be allowed to participate in, receive benefits of, and have open access to educational programs; be placed in the least restrictive environment; and be integrated into regular classrooms whenever possible.
