In order for a punishment to be an effective deterrent, it must be swift, certain, and individually meaningful. Swift means that the punishment must be administered quickly. Certain means that the offender has to believe that if the offense is committed, the punishment will follow. Finally, individually meaningful suggests the punishment must be significant enough that the impact on the offender is severe enough that he/she would rather avoid the punishment than commit the act.
