What will be an ideal response?


Terrorism is difficult to prevent for many reasons. First, lone wolf terrorists generally act alone, and for this reason, their activities may be difficult to detect. Next, when dealing with terrorist organizations, they tend to structure themselves into small groups or cells. Members of the cell may only perform a specific function or perform a small part of the work of the greater mission. Members frequently don’t know the members of other cells. As such, even if one cell is identified, it may not jeopardize the whole organization or mission. In addition, the cells are spread apart, sometimes in different countries, which makes it difficult for law enforcement to draw connections between the activities of cells, or members.
