Under Charles II, Parliament maintained some of its authority in making national policy and maintained the power to exclude Catholics and religious Dissenters from politics. Charles's brother and successor, James II, was a practicing Catholic who believed in the divine right of kings. He ordered the religious toleration of Catholics and Dissenters and raised the prospect of an absolutist rather than a constitutional monarchy in England. When the birth of his son raised the possibility of a Catholic succession, members of the English nobility invited the Protestant son-in-law of James II, William of Orange, to assume the throne. Arriving in England with a Dutch and English army in November 1688, William and his wife, Mary, gained the support of the landed elite and the Anglican Church, and James II fled. Parliament followed this bloodless coup with a Bill of Rights in 1689 that entrenched more firmly the notion of liberty as a birthright of Englishmen, that the king was subject to the rule of law, and that Parliament had specific powers.
