The major reason is that most countries and territories in the region recognize that education and especially literacy is essential for development. Consequently, what limited resources these governments have, they often invested greatly in all levels of education. Also important is the "brain gain" that results from emigrants returning from abroad; these return migrants bring with them increased levels of "human capital" that benefits the region.
