There is no single accepted definition of bullying. One definition contends that bullying behavior occurs when a victim is exposed, repeatedly and over time, to negative actions on the part of one or more persons. If the individual is not an adequate soccer player, then probably he or she will be repeatedly passed over for selection. But the failure to select is not based on the desire to cause him or her harm. The other players should have a right to select the best players. Therefore, this situation does not fit this definition of bullying.
