ANSWER: Roses are day-neutral plants. They flower whenever they become mature enough to do so.
Therefore, it is how fast they grow to maturity rather than day length that determines when
they flower. Presumably, you would grow them in a greenhouse if the climate is cold or
seasonal. Or, you would only grow them seasonally when temperatures are suitable. Or,
grow them year round in areas where temperatures are relatively constant throughout the
year.
