Informal cliques both hinder and help police management depending on how the police administrators approach these cliques. Management recognize that cliques do exist and, at times, must communicate with each clique on a one-to one basis to persuade the members to support management's policies. If anything, management must be able to identify the cliques that might exist and address issues accordingly.
