When a person severely restricts calories, the body "thinks" is it starving and reduces its metabolic rate by up to 45%. This makes it harder to lose weight by cutting calories. In addition, the recent weight gain is probably mostly fat. Fat tissue is less metabolically active (uses fewer calories) than muscle tissue, so the resting metabolic rate is lower.
