There are keys figures on all levels: state, district, school, and classroom. State level establishes frameworks, curriculum standards, etc. District level develops curriculum policies or rules and criteria that guide the development and implementation of curriculum in the district’s schools. School level educators develop a vision and their own program of studies that align with district curriculum goals. Classroom level teachers develop units and lesson plans and evaluate their own implementation of curriculum.
