While law enforcement agencies and states collected crime data prior to the UCR, there was no single agency that collected the data from the various agencies and compiled it into a nationwide report. The participation of local and state agencies is voluntary because federal law does not mandate the reporting of crime data to the FBI. Today, participation by local and state agencies is near universal; however, in the early years of the UCR, that was not the case.
