Polar stratospheric clouds (PSCs) keep nitrogen from storing chlorine in a relatively inert form, thus releasing the chlorine to act as a catalyst. PSCs also provide a surface on which heterogeneous reactions can occur, which also releases more reactive chlorine into the stratosphere.
