• The federal courts were flooded with requests by inmates to improve the conditions in most prisons, and resulting reforms included the professionalizing of staff through recruitment and training and implementation of many self-improvement programs to take the place of the industrial work programs. Programs aimed at a smooth reintegration of the released prisoner into society were also introduced. Community correctional programs were expanded, and halfway houses and special parole programs became important elements in the correctional process.
