Why is the issue of capture less problematic for newer regulatory agencies?

What will be an ideal response?

Newer regulatory agencies tend to operate across a number of industries rather than exist as single-industry regulatory bodies. Thus, advocacy and protection of any one industry might harm other industries. It is generally too difficult for an industry to capture agencies that operate across a number of agencies.
