Explain the role of the National Labor Relations Board (NLRB) established under the Wagner Act.

The NLRB is an independent federal agency charged with enforcing the Wagner Act. The Board has two branches. The general counsel's office is responsible for conducting representation elections, investigating and prosecuting unfair labor practices. The judicial branch is made up of a 5-member board, appointed by the President, which hears evidence of unfair labor practice cases and delivers a decision as to whether the activities were illegal.
