Baby wearing and swaddling into the late infant and early toddler years certainly impact the experiences that children might have and the amount of opportunities they have available to them to try out motor skills. If parents are encouraging the sitting, walking, crawling, etc. and providing adequate opportunities for the child to practice the skills, they are more likely to achieve them at an earlier rate.
