Compare and contrast the Social Security Act’s social insurance and public assistance programs. What became condoned and considered federal responsibility and why? What was covered under the public assistance programs? How was this administered? How

did the construction of these programs support the 3 categories poor, the new poor, the “unworthy” poor and the “worthy” poor? Has this structure changed today?

What will be an ideal response?

This question should breakdown the programs for the 3 categories and explore the attitudes towards who is included and who is left out. Explain why this occurs and what works and does not work. Students should then give their opinion about programs today and whether these factors are still in play and how programs have shifted to reflect these perspectives (ex. AFDC is now TANF and there is time restriction with heavy work requirement).
