The simplest measurement, yet an area of great controversy, is the ad impression. The IAB originally defined an ad impression as "an opportunity to deliver an advertising element to a Web site visitor." However, this definition allowed ad hosts to track every time the ad loaded, which could mean users did not even see the ad as it was outside of the screen.The problem, from the point of view of advertisers and agencies, is that the advertiser is not guaranteed that a user will ever see an ad. People often click away to some other site before the requested ad ever comes up. More recent definitions focus on whether or not the ad is loaded in the web user's browser. According to these definitions, an advertiser should only be charged for an ad users have seen.
