Answers will vary. Standard probation techniques provide sufficient monitoring for most sentenced offenders; ISP is also referred to in the field as "specialized caseloads." The use of specialized caseloads means that a supervising officer becomes an expert in working with a particular subpopulation of offenders based on a particular criminogenic need or type of offense. About 10%-15% of probationers and parolees are eligible for inclusion on a specialized caseload. Specialized caseloads consist of offenders who are addicted to drugs and alcohol, offenders with a mental illness, offenders convicted of a sex offense, and offenders who are undocumented. In the case of mental health, participants are initially identified during the jail booking process through mental health screening or assessment. For example, a jail diversion coordinator receives an instant message when a client with certain criteria is booked in jail. Within 24 hours, the diversion coordinator notifies the courts that an eligible diversion case should be considered (Redlich, Liu, Stead- man, Callahan, & Robbins, 2012). Eligibility criteria are long-term disorders that, as defined by the current version of the Diagnostic and Statistical Manual of Mental Disorders, have affected daily functioning, such as schizophrenia, anxiety or obsessive-compulsive disorder, bipolar disorder, and severe depression.
