Throughout the Soviet era, Russian leaders relocated people to new locations, both in an attempt
to extend Russian political and economic power, and as a means of punishment—as prisoners
were dispatched to a series of security sites: the Gulag Archipelago. Russian leaders viewed
many of these relocations as part of a broader "Russification" policy. In the post-Soviet era, there
has been a reversal of migration, and ethnic Russians are leaving the newly-independent states
(former republics) to return to Russia.
