Although noninvolved third parties (i.e., innocent bystanders) are occasionally caught in the crossfire, the majority of victims of gang violence are, themselves, gang-involved (Howell 1998; Shelden, Tracy, and Brown 2004).

Most victims of gang violence are other gang members. For many gang members, violence is simply a way of life. For example, if one gang member disrespects another gang member, even within the same gang, violent retaliation may occur. Indeed, one of the hazards of being involved as a perpetrator of gang violence is that the violence usually cycles back to be served on the originator, thus forming an endless loop of offending and victimization, with youth gang members alternately being on the giving and receiving ends of the violence.
