In the Delphi technique of group decision making the participants (or members) are not present and questionnaires are distributed to the participants to elicit their responses and opinions. The opinions are then summarized and returned back to the group as many times as needed in order to reach consensus. In the nominal technique the members are in a face-to-face setting. PERT refers to the program evaluation and review technique and it is decision-making tool/diagram.
