Briefly explain the “naming and shaming” strategy used by TANs.

What will be an ideal response?

A common way most TANs influence states is through the practice of “naming and shaming.” No one likes to be publicly called out for bad behavior—that includes the leaders, elites, and people of a state. For states, their reputations are prized possessions, and states will often change behavior that others find objectionable to get the international spotlight off them and shifted elsewhere.
