At a minimum answers should state that maltreatment and other trauma may go
unreported and thus unaddressed by the children’s protective service agencies.
Maltreatment intersects with other risk factors such as poverty and race. Black and non-
Hispanic Indian families are twice as likely to be involved with the CPS system. Of those
children involved in the CPS system, fewer services and rehabilitative programs are
offered to minority families, especially in regard to kincare placements of children. Also,
answers should address the effects of changing schools often. Finally, answers should
address the effects of maltreatment on a youth’s involvement with the juvenile justice
system through educational risk factors and through foster care placements.
