Not all training academies can afford the new technology and facilities and if they can, it is not always cost effective. For example, a regional academy can provide a wide range of courses and equipment to service an entire region that includes police agencies of all sizes and jurisdictional limits. One common example is a firing range. An indoor range is quite expensive in terms of equipment and maintenance. It does not make sense to have a firing range unless it is in use year around for basic and in-service/re-qualifications training. Another example is a driving track which is not only expensive but requires a large land area. Again there is a need to justify this expense in offering a wide range of courses – tactical driving, driving instructor, etc. – and this can only be accomplished with serving many agencies in a regional area.
