Individuals who are functionally illiterate have low level educational skills and cannot read well enough to follow written instructions. Answers should discuss the need for a good education to obtain a job that provides an adequate income. While prison inmates as a group are less educated than non-inmates, approximately one-third of the U.S. population over the age of 18 has not received a high school diploma. As a result, crime becomes an alternative option for survival. Prisons can help inmates become functionally literate through institutional educational programs and mandating a minimum level of educational achievement as a requirement for parole consideration. However, this is not sufficient; the country as a whole must insist that public school systems provide a level of education that is sufficient to keep individuals out of prison.
