The effectiveness of crime laboratories and the services performed are measured by the criteria of quality, proximity, and timeliness. Quality is largely judged on the existence or nonexistence of a variety of factors, including the quality of specimens or samples submitted for examination, evidence-collecting procedures, capabilities and qualifications of laboratory and investigative personnel, budgetary considerations, and the availability and use of technology. The proximity of laboratory facilities to the field investigator will dictate, to a large extent, the utilization of those facilities. The timeliness of analyses as related to continuing investigations and court case schedules also contributes to the measure of the effectiveness of crime laboratories.
