Hebb is the scientist who first postulated that there are changes in the physical structure of a synapse that occur with use. The more synaptic signaling across a synapse, the larger the synapse grows and more neurotransmitter it releases, and onto more post-synaptic receptors. Studies have shown this is how systems develop, where use of a pathway strengthens that pathway.
