In 1874, an eight-year-old child named Mary Ellen Wilson was discovered by a social worker to have been beaten and starved by her adoptive parents. The worker referred the case to the New York Police Department, who refused to take any action because there were no laws on the books that addressed the abuse of children by their parents or caretakers. In an effort to save the child, the city filed charges against the caretakers utilizing a statute that prevented cruelty to animals. The adoptive mother was sentenced to one year in jail, and the resulting publicity surrounding Mary Ellen's plight led to the formation of the Society for the Prevention of Cruelty to Children in 1875.
