RNA polymerase transcribes the inverted repeat into the RNA transcript. As a result, a hairpin loop structure forms because of the complementarity of the inverted repeat regions. This hairpin is believed to aid termination by affecting the ability of RNA polymerase to continue elongation. If a mutation occurred in this region, termination would not be successful.
