Diversion involves attempts to minimize an offender's penetration into the criminal justice system through police-, community-, or court-based programs. The main goal of diversion programs is to provide a reasonable alternative to incarceration in large, overcrowded, and punitive prisons. These programs address problems of prison overcrowding as well as attempting to reduce the problems of stigma and labeling.
