First started in Puerto Rico during Operation Bootstrap, it encourages foreign investment by offering cheap labor, local tax breaks and federal tax exemptions (in the case of Puerto Rico . It brought tremendous economic growth to Puerto Rico initially, but eventually this slowed as other regions offered even cheaper labor. Proximity to North America makes the Caribbean an ideal location for business investment. The Dominican Republic has pursued this model and has more than 50 FTZs today. Critics argue that there is little actual development of industry within the country itself, though, as items are imported for assembly and then exported for sale. Wages are also very low and conditions potentially exploitative.
