The use of longer jail sentences has resulted in the more extensive use of jails in many jurisdictions. Many local and regional jurisdictions have been required to house inmates who have been sentenced to state prisons. This is because many state prisons have been so crowded that they have been unable to accept the newly sentenced offenders. Some local jurisdictions have leased out beds to other jurisdictions, such as state correctional systems. These contractual agreements have created income for local sheriffs who oversee these jail facilities. This has created a situation where some sheriffs actively solicit state correctional systems for inmates to fill their beds—sometimes even soliciting systems outside of their own state, when feasible.
