The language of the Eleventh Amendment applies the immunity only to citizens and subjects. Therefore, the federal government may sue a state and states may sue one another. The Eleventh Amendment's plain text does not bar citizens from suing their own states. Regardless, the Supreme Court rejected the possibility that a citizen may sue his or her own state in the 1890 case Hans v. Louisiana. Also, the Eleventh Amendment immunity shields only states, not local forms of government.
