It is important to give students tools to be flexible thinkers and problem solvers while reading. One strategy may not work in every situation, so it is better to have a variety of strategies to use in different situations. For example, some words are not easily decoded by sounding out the individual letters (e.g., "love"). When a student fails by this method, he may look at semantic and syntactic context to determine meaning.
