When a background tint exceeds a 10% gray legibility is reduced. The human eye perceives a combination of positive and negative shapes in a layout. The size and weight of the characters affect typographic color and so do the size of the negative shapes. Heavy text sparsely spaced could conceivably produce the same typographic color as a lighter text spaced tightly.
Black text printed on a white background is by far the most legible combination, while white text on a black background is the least.
