Define the concept of terrorism as warfare. How does the United States combat terrorism, and what obstacles does it face in doing so?

Answers will vary depending on the definition of terrorism, but they should include the concept that it is (a) politically motivated, (b) characterized by violence against noncombatant and/or combatant targets, (c) often ideologically driven, and (d) psychological as well as physical. Exemplary answers will discuss how terrorism generally defies just-war doctrine. Answers should discuss U.S. counterterrorism policy as an attrition-based, multifaceted approach involving military combat, law enforcement, diplomacy, intelligence, foreign aid and arms sales, and homeland security. Obstacles are numerous and will vary, but they could include terrorist organizational structure, openness of U.S. systems, and U.S. military design.
