Thirty years ago education of exceptional learners was quite different from what it is today. Students with disabilities generally received no special services and those who did usually attended separate schools or institutions. In the late 1960s this system came under attack. Critics argued that people who had serious disabilities were too often institutionalized with inadequate services or were left at home with no services at all. Those with less severe disabilities were isolated in special programs that failed to teach them the basic skills needed to function in society.
