A voucher program is a program that allows for parental choice in the school their children attend. It operates as a market theory of providing education. Under the traditional model, children attend the public school that is in their neighborhood. If the school is a poor-performing school, parents who rely on the public school system do not have another option in where to send their children. A voucher program gives parents an education voucher--a “check” for a specified amount of money that would be applicable only for education. Depending upon how the program was designed, the parents could spend that voucher either in the public schools where it would pay the entire cost of the child’s education, or at some other school where it might not cover the entire cost. In such a case, parents would have to make up the difference in the cost. With vouchers, parents have significantly greater control over the kind of education their children receive, choosing among open schools, schools stressing basic skills and discipline, religiously oriented schools, and any other schools that meet state standards
