Functional level testing assesses students at their reading level rather than at their grade level. Functional level testing is important for the following reasons:
• Struggling readers read below grade level, sometime considerably so. A grade-level test can be frustrating.
• A grade-level test might yield misleading results. The students might have guessed their way to a score that indicates they can read at a higher level than they are able.
• Grade-level test might not yield any useful results. If all or most of the passages are above the students' reading levels, they are unable to show what they know or how much they have progressed.
