Why do female perpetrators of CSA go underreported?
What will be an ideal response?
Many people do not recognize females as offenders due to cultural norms about what constitutes sexual abuse. Also, females are framed as the appropriate caregivers, so their abuse may go unnoticed. And even when it is noticed it may be downplayed as inappropriate affection.
