because industrialized countries produce the most emissions currently, they are particularly concerned that emissions limits will hit their economies relatively hard. The Trump administration’s withdrawal from the Paris Agreement show that the political pressure to maintain economic growth in industrialized countries can place enormous pressure on leaders in those countries. Developing countries, by contrast, worry that emissions controls will prevent them from furthering their development and lifting the living standards in their countries to the levels enjoyed by industrialized countries that havealready spent decades reaping the economic benefits of unrestricted emissions.Representatives of developing country argue that their countries deserved the same right to industrialize by using whatever cheap fuel source is available, just as the developed countries had done in the past.
