The RtI process of assessing all students to identify those who are having difficulty learning despite an evidence based Tier 1 program is called universal screening. Universal screening measures are accurate and practical, they accurately classify students who are at-risk for academic failure, they make sure students are not overlooked and get extra support. Includes using a battery that measures multiple aspects of an academic area, conducting the tests more than once a year, and consulting the research base before selection.
