How does being in the supermajority benefit a party in Congress while introducing bills in a closed rule format?

1, Define closed rule as the terms and conditions applied to a particular bill that restrict the types of amendments that can be made to it.
2, Explain that if the majority in the Congress is large enough in both the House and the Senate, the majority party does not need to make amendments to the bill to pass it through Congress and can cloture a filibuster attempt by the minority. This also makes an override of a possible veto easier.
