The NIBRS measures crimes known to and recorded by law enforcement. They report incident-level data, including crime against society or the public. The crimes reported include crimes against anyone of all ages and include all individuals. They report on crimes against businesses, commercial entities, and religious organizations. The comprehensiveness and accuracy of the NIBRS makes it possible to provide in-depth analysis of special crimes such as sex offenses. The NCVS is the most comprehensive nationwide household survey providing a detailed picture of crime victims and the consequences of crime, unreported crime, and victimization trends. It is a self-reported survey interviewing persons 12 years old or older and excludes individuals who are jailed or in prison. The NCVS provides comprehensive information on each victimization incident, including the offender’s characteristics (age, sex, race, etc.), and situational factors such as whether a weapon was used. The primary advantage of the NCVS is the inclusion of unreported crimes, or the so-called dark figure crime, which makes it possible to provide a more complete picture of crime and victimization.
