As one scholar has noted, "For centuries, parents were permitted to beat their children as they saw fit in the name of imposing discipline. Legal notions of progeny as the property of their parents, as well as religious and legal traditions (of ‘honor thy father and mother' and ‘spare the rod and spoil the child') legitimized parental violence toward youngsters as a necessary, even essential, technique of child rearing. Only if permanent injury or death resulted were adults in danger of being held responsible for going too far, a problem labeled cruelty to children" (Karmen, 2007). Just as domestic violence used to be considered a family matter, so was mistreating children considered a family matter. Now both are considered crimes.
