The researchers noted the time of the reported decision, the time when brain activity relevant to the movement began, and the time of the movement itself. The reported decision occurred a fraction of a second before the movement, but brain activity began even earlier. The suggestion is that consciousness is not necessary for a decision. That is, the brain starts generating the movement before the person is conscious of making a decision.
