The police must act reasonably in vehicle pursuits or they may be found civilly liable. Police officers are afforded no special privileges or immunities in the routine operation of their patrol; in nonemergency situations they have no immunity for their negligence or recklessness and are held to the same standard of conduct as private citizens. When responding to emergency situations, however, most jurisdictions afford the police limited immunity–some protections and privileges not given to private citizens–and are permitted to take greater risks that would amount to negligence if undertaken by citizens' vehicles.
