The U.S. Department of Justice Community-Oriented Policing Services (COPS) office was created as a result of the passage of the Violent Crime Control and Law Enforcement Act of 1994. The law provided US$9 billion to police departments to fund the hiring of new officers “to foster problem solving and interaction with communities,” the COPS office was charged with distributing the funds. The COPS Office also provided funds and technical assistance to police departments that were developing and operating community policing programs. To date COPS has distributed more than US$14 billion to advance community policing in police departments across the country.
